2019 Streets Reconstruction Project

Several reconstruction projects are planned to maintain the overall health of our transportation and utility infrastructure network. The 2019 Streets Reconstruction Project will include reconstruction of the following four roadways:

  • Windsor Drive, from N. Locust Street to east of Old North Road
  • Scripture Street from Thomas Street to Jagoe Street
  • Thomas Street from Panhandle Street to Oak Street
  • Hercules Lane from N. Locust Street to Sherman Drive

The Windsor segment is adjacent to two DISD schools (Strickland Middle and Nette Schultz School). Adjacent street reconstruction activities will be phased to occur during summer months to minimize disruption to school.

Project Status

Project Status


  • Utility Work Complete

    All utility work on the project has been completed. Roadway reconstruction is currently underway on Windsor Drive from Nottingham Drive to Branch Crossing. Once that segment is complete, construction crews will drop back to complete the section from Longfellow Lane to Hanover Drive that is located in front of Wilson Elementary. This phase of construction was rescheduled to mitigate issues with traffic during the school year. Construction crews are also finishing up an additional section of roadway on Scripture Street from Thomas Street to the Bonnie Brae roundabout. The 2019 Streets Reconstruction project is tentatively scheduled to be complete by 4th quarter of 2021.

    The Thomas Street, Scripture Street, and Hercules Street project extents are completed. Windsor from Locust to Stuart is complete, while crews are continuing utility work on Windsor from Croydon to Old North and roadway construction from Stuart to Longfellow.

  • Construction Activities Resume

    The City’s contractor, Quality Excavation, LLC, is actively completing construction on Windsor Drive from Stuart Road to Longfellow Lane and from Hanover Drive to Branch Crossing. There was a recent pause in project activity as a result of City staff working with the contractor to address site cleanliness and safety concerns. The issues have been addressed and work resumed on Friday, Nov. 13. For the duration of the project, the project extents of Windsor Drive will have a temporary westbound lane closure in place to allow crews to safely complete the installation of utilities and street reconstruction. Weather conditions and contractor scheduling may impact the plans, but the lanes are expected to be reopened to traffic and parking on or before Monday, Aug. 23, 2021.

  • Construction and Traffic Impacts Update

    The City’s contractor, Quality Excavation, LLC, is scheduled to reopen E. Windsor Drive (N. Locust to Stuart) by Saturday, August 1. In the next phase of improvements, beginning August 1, Hercules Street (N. Locust to Stuart) will have a temporary eastbound lane closure in place to allow crews to safely complete curb, gutter, and street construction.

  • Windsor Drive and Stuart Road Intersection Now Open

    The four-way stop at the intersection of Windsor Drive and Stuart Road is now open to traffic. Windsor Drive from Stuart Road to Sherman is currently open for east-bound traffic only.

    Weather permitting, road paving for the intersection of Hercules Lane and Stuart Road is scheduled for Monday, November 2. Following the road paving, the intersection is expected to be open to traffic on Tuesday, November 3, and pavement markings will be installed on Wednesday, November 4.

  • Temporary Street Closure Notice

    E. Windsor Drive from E. Sherman Drive to Nottingham Drive has a temporary westbound street closure in place to allow crews to safely install underground utilities ahead of street repaving. Weather permitting, the temporary westbound closure is scheduled to be reopened to traffic no later than Saturday, August 1.

    Motorists are reminded to use caution when traveling in the area. Signage is posted to alert motorists of the temporary closure, parking restrictions and detour route in place.
