What's a Public Facility Corporation (PFC)?


A Public Facility Corporation proposal will be returning for City Council consideration this spring. So what exactly is a Public Facility Corporation?

In short, a Public Facility Corporation, or PFC, allows a housing development to access a property tax exemption in exchange for affordability, by entering into a long-term partnership with a PFC managed by a City or other government entity.

This provides a few different benefits to the community:
1. Provides for affordable units in Mixed Income Housing, which increases housing stability for low-moderate income households and increases economic diversity for all residents.

2. Provides some funding to the Public Facility Corporation to reinvest in the community.

In 2023, Texas' 88th Legislative Session passed significant reform for Public Facility Corporations. These reforms increased transparency & accountability while setting higher standards for the affordability offered by PFC deals.
