This project is complete.

The Mistywood, Craig, Freedom, and Chebi (MCFC) Street Reconstruction Project is a part of the City's focus on rebuilding existing streets that have reached the end of their useful life. These streets were evaluated and given an Overall Condition Index (OCI) score of 20 or less. The City also intends to focus on one-time comprehensive neighborhood roadway infrastructure projects that complete both streets improvements.

The MCFC project consists of street reconstruction of:

  • Mistywood Lane (Old North Road to the cul-de-sac);
  • Chebi Lane (Old North Road to Freedom Lane);
  • Freedom Lane (north of Mistywood Lane to Emerson Lane); and
  • Craig Lane

    Recent Frontier Internet Utility Service Impacts During Construction:

    Thursday, Aug. 5 and Monday, Aug. 9, two Frontier internet service lines were severed on Chebi Lane between Old North Road and Freedom Lane. The internet service lines were identified prior to crews beginning construction but the locations were inconsistent underground, which resulted in the lines being severed and Frontier service disruptions as crews made roadway subgrade improvements. We apologize for any inconvenience this may have caused and are working diligently with the contractor and Frontier to avoid and reduce internet and cable service impacts moving forward.

    How the City is Working to Minimize Future Temporary Utility Service Impacts During Construction:

    While unforeseen impacts can happen during construction, the City is working to minimize future temporary utility service impacts for this project in the following ways:

    • The construction project manager, contractor and Frontier are working together to locate any additional shallow utility lines in the project area;
    • Frontier will have a crew on standby to lower any service lines that are found to be too shallow as construction progresses in the area;
    • The constructions project manager is readily available and responding to resident questions and concerns related to the construction project.

    The Upcoming Phase of Construction and Temporary Traffic Impacts

    Weather and contractor scheduling permitting, crews are expected to complete the current phase of improvements on Mistywood Lane and Chebi Lane within the next two weeks. The next phase of improvements are scheduled for Freedom Lane and Craig Lane. During this phase of construction, the northbound lane of Freedom Lane and Craig Lane will be temporarily closed. Traffic will be one-way with established detours in place. Access will be maintained for local residents and property owners throughout the temporary lane closure.

    Construction for the MCFC project will be completed in phases to ensure safety, and access is maintained for motorists and residents in the area. The Mistywood Lane and Chebi Lane street segments will be completed first, followed by the Freedom Lane and Craig Lane street segments. Below are the traffic impacts and construction schedule for the first phase of construction. The second phase of construction is expected to begin in the fall, and residents will be provided with traffic impacts and a construction schedule in advance of construction beginning.

    Here’s what to expect with the first phase of construction at Mistywood Lane and Chebi Lane:
    Weather permitting, Monday, June 21 through Thursday, Aug. 19, the Eastbound lane of Chebi Lane from Old North Road to Freedom Lane and the Westbound lane of Mistywood between Old North Road and the cul-de sac will be closed. Traffic will be one-way Westbound on Chebi and one-way Eastbound on Mistywood with established detours. The traffic pattern will be shifted on Thursday, Aug. 19 through Friday, Sept. 10 with one-way traffic Westbound on Chebi Lane and one-way traffic Eastbound on Mistywood Lane. Message boards and traffic control signage is now in place to notify community members and motorists of the upcoming construction and impacts to traffic. Access will be maintained for local residents and property owners throughout the temporary lane closures.
