The Public Impact Spectrum explains the five roles of the engagement that the City and Public participates in for public engagement activities. As you move within the spectrum, there is an increasing level of public impact and commitment from the City and the public. The five roles on the public impact spectrum are Inform, Consult, Involve, Collaborate, and Empower.
