Project Status Update 11/2022

It's November, a time to give thanks and this November we have a lot to be thankful for with respect to Hickory Creek Interceptor (HCI) projects. Mountain Cascade of Texas continues to work hard at wrapping up the final items on the HCI 1&2 project and we start to give thought to the next phase - Close Out (final inspections and walk throughs, preparation of As Built drawings and getting the vegetation established to help our watershed).

For HCI 3, we are thankful Advertising for bids has closed, and the Bids have been opened. The HCI 3 Project is being delivered using Competitive Sealed Proposals (CSP) versus "Low Bid" method. The CSP method requires that all bidders to provide more detail in their proposal such as qualifications of key personnel, quality, reputation, experience, safety, schedule and work plan in addition to their price bid. This additional effort allows the bidders the opportunity share why they feel they are best qualified. Similarly, this approach places additional responsibility on the City to thoroughly review all bids and not just rely on the contractor with the lowest price. The result - better information sharing between bidders and city and ideally a better project experience for all stakeholders.

Staff has started the review of the proposals. Evaluations will take place through the week of Thanksgiving and once complete and once all procurement documentation is finalized, Staff will target the earliest possible Public Utilities Board and City Council dates to award the project (both meetings are anticipated in January 2023). Construction is anticipated to start March 2023 (all dates are subject to change).
