The City of Denton Parks and Recreation Department manages three outdoor aquatic facilities: the Water Works Park (WWP), Civic Center Pool (CCP), and the Carl Gene Young Sr. Sprayground. The City also shares the Denton Natatorium with the Denton Independent School District (DISD). The Aquatics division operates year-round to support recreational, competitional, and leisure swimming opportunities for the community.


The City of Denton, adopted the Parks, Recreation, and Trails System Master Plan (PRTSMP) in Spring 2022. The PRTSMP identifies several improvements and significant investments needed for the Aquatics division. This project will consist of additional public engagement, needs assessment, conceptual designs, probable cost for the improvements, and several other items culminating to an Aquatics Master Plan that will guide the Aquatics division for the next 10 years.

    On February 20, 2024 Denton City Council adopted the Aquatics Master Plan. Staff will begin implementation of this document in 2024 with the kick off of Phase I of improvements to Water Works Park, a 2023 Bond funded initiative.

  • Final Draft Revisions in Progress

    Staff received an updated draft on August 31st. Revisions to the final draft were submitted on September 13th. A final document is expected to be in hand by September 23rd, with a City Council work session scheduled to review the Aquatics Master Plan on September 26th.

    The Parks and Recreation Department has scheduled a public meeting for the Aquatics Master Plan. The Park Planning staff and Consultants have been working diligently to engage the community for feedback concerning growth, current facility uses, and future wants. Input from this meeting will be added to aquatic surveys and recommendations from the consultants to help form a plan to address the future of Aquatics in Denton. This meeting will be offered in person at the Denton Development Services Center located at:

    401 N. Elm Street, Denton, TX 76201


    This meeting is scheduled to take place on August 31, 2023, at 6 p.m. Attendees who cannot join in person can access the meeting and provide input by joining virtually.

  • Draft Revisions in Progress

    Staff received a first draft of the Aquatic Master Plan on February 11, 2023. Recommendations and edits were submitted to consultants from Kimley Horn and Counsilman-Hunsaker Group. A second round draft was received by Staff on May 11, 2023. A final document is expected to be presented to Parks, Recreation and Beautification Board on July 10, 2023. A final recommendation for adoption will go to City Council in late August, 2023.

    On September 20, 2022 City Council approved a Professional Services Agreement with Kimley-Horn and Associates, Inc. for professional services to create a comprehensive Aquatic Master Plan.

    Kimley-Horn will work with the Parks and Recreation Department to produce an agreed upon plan through public engagement and stakeholder feedback. Based on information gathered from the public meetings, Kimley-Horn will produce a final master plan outlining recommendations for future improvements and capital projects.

    Kimley-Horn initiated an internal kick off meeting on September 29, 2022 with a stakeholder committee of staff representing the City of Denton, University of North Texas, Texas Woman's University, and Denton Independent School District to develop visionary plans for considerations. Staff expects to conduct public meetings and surveys throughout the fall at various engagements around Denton to solicit feedback.
